Act 11, state law since 2018, set health insurance negotiations at the State level. This change took effect for FY20. The chart below shows the changes in total annual premiums for both the single and family Gold CDHP health insurance plans for support staff and teachers. The cost is shared 80% (SU/District)/20% (Employee) from the state negotiations set out by Act 11.

Gold CDHP annual premiums, FY19 to FY27

Single and Family coverage under the VEHI (Vermont Education Health Initiative) Gold CDHP plan. Since FY19 the premium has risen +129.35%, an average of +10.98% a year and +10.73% a year over the last five. Premiums are shared 80% employer (SU or district) and 20% employee, the split set by the state-level negotiation under Act 11.

Every tier moves by the same percentage each year because VEHI (Vermont Education Health Initiative) sets one statewide rate change.
